Terms of Service

The terms for using PECR Check

Effective date: 22 October 2026

1. About these terms

These terms govern your use of PECR Check, including the website, the free checker, the dashboard and the API. PECR Check is operated by Emailmovers Limited (“we”, “us”), company number 05046417. Our registered office is C/O Jackson Robson Licence, 33-35 Exchange Street, Driffield, East Yorkshire, YO25 6LL, England. By using PECR Check you agree to these terms. If you use it for an organisation, you confirm you can bind that organisation to them. PECR Check is for business use, not for consumers.

2. The service

PECR Check is an information service. For each email address you submit, it checks deliverability, screens free webmail, looks for the UK registered company behind the domain and returns a PECR subscriber verdict, a recommended action, reason codes, a confidence score where relevant, and an audit ID linked to a stored evidence record.

A verdict is a classification with evidence. It is not legal advice and it is not a statement that any email is lawful to send. You should take your own legal advice on your marketing.

3. Your responsibilities as the sender

You remain the sender or instigator of every message you send, and you are responsible for it. In particular, you are responsible for:

  • the content of your messages;
  • complying with PECR regulation 23 (identifying yourself and giving a valid opt-out address) and every other rule that applies;
  • having a lawful basis under UK GDPR, including any legitimate interests assessment, and giving privacy information;
  • honouring objections and opt-outs, and keeping them;
  • having a lawful reason to hold and check the addresses you submit.

4. Accounts and API keys

You are responsible for your account and for keeping your API keys secret. Keep keys on your servers, not in browser or mobile app code. Tell us promptly if you think a key has been compromised, and revoke it in the dashboard. Activity using your keys is treated as yours.

5. Acceptable use

You must not:

  • use PECR Check for anything unlawful;
  • attempt to copy, extract, reverse engineer or rebuild our data, or the way we match domains to companies, including by systematic or bulk probing;
  • resell the service or its results as a standalone data product without our written agreement;
  • get around usage limits, rate limits or security controls, or share keys to do so;
  • disrupt or interfere with the service.

You may use results for your own compliance and sending decisions, and keep them in your own systems and records.

6. Plans, lookups and payment

  • Plans and their included lookups are shown on our pricing page. Prices exclude VAT, which is added where it applies.
  • Free webmail addresses and addresses with invalid syntax are not billable. Every other address that reaches company matching counts as one lookup.
  • Checking the same address again within 30 days returns the cached result and is not billable.
  • When your plan’s lookups for a period are used, further billable checks return an error until the next period or an upgrade.
  • Paid plans are billed monthly in advance through Stripe. You can cancel at any time from the billing page in your dashboard.

7. Data protection

For the addresses you check, you are the controller and we act as your processor. We process them only to provide the service. We do not store the plaintext address: evidence records keep a SHA-256 hash, for 3 years by default. We never add the addresses you check to Emailmovers’ marketing database. Our sub-processors and other details are in our privacy policy. If you need a signed data processing agreement, email compliance@emailmovers.com.

8. No warranty of lawfulness or accuracy

Verdicts are based on the data available to us at the time of the check, including public register data, and on our verdict rules for the stated policy version. Data and guidance change, and a verdict can be wrong. To the fullest extent permitted by law, the service is provided without warranties of any kind, express or implied, including as to accuracy, completeness or fitness for a particular purpose, and we do not warrant that any message you send is lawful.

9. Limitation of liability

Nothing in these terms excludes or limits our liability for death or personal injury caused by our negligence, for fraud, or for any other liability that cannot lawfully be excluded or limited.

Subject to that, we are not liable for any indirect or consequential loss, for loss of profits, revenue or data, or for any fine, penalty or claim arising from messages you send or decisions you make in reliance on a result. Our total liability to you arising out of or in connection with the service is limited to the amount you paid us in the twelve months before the event giving rise to the claim.

10. Availability and changes

We aim to keep PECR Check available but do not guarantee it will be uninterrupted or error free. We may change, suspend or withdraw features, and we will give reasonable notice of significant changes to paid plans where we can.

11. Suspension and termination

You can stop using PECR Check and close your account at any time. We may suspend or end your access if you breach these terms, if your use puts the service or others at risk, or if the law requires it. Closing your account deletes its evidence records, so save any you need first.

12. Intellectual property

The PECR Check service, our data, our verdict rules and the Emailmovers name belong to us. These terms do not give you any rights in them beyond using the service as intended.

13. Changes to these terms

We may update these terms. We will change the effective date above and, for significant changes, tell account holders before they take effect.

14. Governing law

These terms are governed by the law of England and Wales, and disputes are subject to the courts of England and Wales.
